The ambitious transformation of Tysons, Virginia literally has no comparison.
This Cinderella story is so much more than turning a pumpkin into a coach. As Tysons transforms from an office/retail park into a city in its own right, we find ourselves asking - who takes responsibility for making sure the pumpkin is ready to be a coach? And who are the true authors of the happy ending to this fairy tale?
Identifiable neighborhoods are beginning to emerge, but they are based on private developments which come with a specific set of challenges. While many elements of what makes a city a city can be found here, it's not clear who commands the resources and authority to assemble these elements into a whole that reaches beyond the sum of its parts.
This year’s diverse and active panel will discuss the current state of the Tysons transition, how it fits within the greater DMV market, and what is missing from the equation.
Will Rich is the president of Delta Associates where he oversees all operations. He has been with Delta Associates since 2002 and has extensive consulting experience covering all aspects of commercial real estate across the country. In addition to consulting, he edits Delta’s subscription publications for selected metro areas in the Mid-Atlantic for the apartment, condominium, office, retail, and housing markets.
Will has been quoted in major publications, including The Washington Post, Washington Business Journal and The Baltimore Sun. His research also has been published in The Wall Street Journal, The New York Times, and several national and regional real estate publications. Will is a Counselor of Real Estate (CRE) and is a member of the Urban Land Institute (ULI). He also serves on the Board of Directors of the Washington DC Economic Partnership (WDCEP) and is an advisor to the Southwest DC Business Improvement District (SWBID).
Matt Robinson has 17 years of experience in the real estate industry and pursues multi-family residential, mixed-use acquisition and development opportunities for MRP Realty. Since joining the firm in 2007, Matt has overseen the entitlement, development, and repositioning of over 3.2 million square feet including over 1,100 units. In his seven years at TCC prior to joining MRP, Matt developed a total of 1.5 million square feet comprising 924 residential units and 542,000 square feet of retail and commercial space totaling over $654 million. Before joining TCC, he was an architect with Dimella Shaffer Associates in Boston, Massachusetts focused primarily on age-restricted residential and hotel projects. Matt graduated with a Bachelor of Architecture degree from Cornell University and received his MSRED from Massachusetts Institute of Technology.
Donna Shafer is a founding member of Cityline Partners, is responsible for Cityline’s strategic planning, and for oversight of the company’s day to day execution of its business plan. Prior to Cityline, Donna was affiliated with West*Group for several years, first as the CEO of Park*Crest, and then as Executive Vice President for West*Group. Prior to her tenure at West*Group, she was General Counsel and Vice President of Real Estate for Opus East, and a partner with the law firm of Hazel & Thomas, now known as Reed Smith.
Donna serves on the Board and Executive Committee for George Mason University Foundation, and chairs the Foundation’s Real Estate Committee. She is also on the Board of New Hope Housing and a member of the Urban Land Institute Executive Committee, and the Urban Land Institute Trends Committee. Donna earned her Bachelor of Arts from the University of Virginia, and her Juris Doctor from the University of Virginia School of Law.
Sol Glasner has been associated with the Tysons Partnership from its inception and served as Chairman of its Board of Directors from 2012 – 2014. He is currently the Partnership’s President and CEO. Mr. Glasner served for 22 years as General Counsel of The MITRE Corporation, a systems engineering firm with a large corporate presence in Tysons and a founding member of the Tysons Partnership. While there, he oversaw a varied in-house legal practice that emphasized government procurement, intellectual property, real estate matters, technology transfer and employment law. Mr. Glasner also served as the company’s chief ethics and compliance officer and, in his role as Corporate Secretary, worked closely with the company’s Board of Trustees. Prior to joining MITRE, Glasner served in staff counsel positions at other technology companies. Mr. Glasner is a trained mediator and provides mediation and other dispute resolution services in the courts and to private commercial parties.

Over the past 15 years Ross has advised commercial real estate investors and developers across the country on a variety of matters related to property tax and valuation. He leads the Mid-Atlantic real property tax team for Altus Group, and manages the company’s Tysons office, where he has been for 10 years. In his current role as Vice President of Strategic Development, he also oversees a number of data analytics and technology initiatives in the US.
His Mid-Atlantic team has grown to represent more than $90 Billion in commercial real estate, and combined with the company’s entire footprint across 75 offices worldwide, Altus Group is now the largest global provider of property tax advisory services.
